What code may do.
No network, filesystem, process, clock, randomness, dynamic imports, or reflection.
Every callable is enumerated, versioned, hashed, and bound to an XU cost.
Rootless Podman, no network, read-only root, no capabilities, hard cgroup and wall limits.
Core publishes immutable packages, execution receipts, and public-safe node identity records. Reference records remain only where a live policy or evidence feed has not yet published an equivalent entry.
