PURPOSE + BUSINESS CONTEXT

Authenticate a proposed E.164 phone replacement and deliver a 15-minute one-time SMS token.

Security and lifecycle guarantees

  • The existing phone remains authoritative until confirmation succeeds.
  • A newer phone-change request revokes the older pending token. SMS delivery must be explicitly configured before this route is enabled in production.
